Asset Maintenance - Traineeships

Date of effect: 24 July 2009

The existing traineeship vocation of Asset Maintenance has been replaced with six new traineeship vocations. Click below for their Vocational Training Orders.

Industrial arrangements

Applications to establish traineeships will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.

Qualifications, structure and packaging

Job descriptions

Carpet Cleaning

Trainees will gain and apply a range of skills in carpet cleaning using appropriate industrial techniques. Tasks will include:

  • identifying and removing stains from carpets
  • performing extraction and/or shampoo techniques to clean carpets
  • restoring damaged carpets and
  • applying topical treatment and/or odour controls.

Cleaning Operations

Trainees will gain skills in contract cleaning in an industrial environment using the appropriate chemicals and cleaning techniques in accordance with workplace health and safety practices. Duties may include:

  • wash external surfaces to remove all visible dirt and grime
  • buff soft floor to achieve a clean surface appearance
  • wash and squeegee glass surfaces and maintain cleaning machinery. 

Fire Protection

Trainees will learn to be responsible for maintaining fire extinguishers including refilling and replacement, tagging of fire equipment, monitoring fire equipment and installation of fire systems.

Fire Safety Systems Inspection

Trainees will learn how to audit and inspect structural fire safety systems. They will learn the underpinning knowledge and skills to work in the fire safety systems inspection sector. Duties may include:

  • identifying fire safety system inspection requirements
  • reviewing pre-installation fire safety system documentation
  • assessing fire safety system documentation for compliance
  • identifying, locating and matching installed fire safety system to documentation
  • validating installation, testing and maintenance of fire safety systems.

Pest Management

Trainees will learn to provide quotations and deliver pest management programs while maintaining equipment in a storage area and/or controlled pest management vehicle.

Waste Management

Trainees at the Certificate II level will gain a variety of skills in the waste management industry including: customer service, OH&S policies and procedures, identification of hazards and environmental care. Other skills gained, depending on the electives chosen, are operating plant, maintaining site, dispatching waste and loading/unloading of goods.

Trainees at the Certificate III level will gain a variety of skills in the waste management industry including customer service, occupational health and safety policies and procedures, identification of hazards and environmental care. Other skills gained, depending on the electives chosen, are rehabilitate landfill site, implement waste management plan, determine waste management services and maintaining asset management records and control. Some situations may require a licence to drive a Heavy Rigid Vehicle.
           
Trainees at the Certificate IV level will gain a variety of skills in the waste management industry including customer service, occupational health and safety policies and procedures, identification of hazards and environmental care. Other skills gained, depending on the electives chosen, are developing waste management plans, developing environmental strategies, organising and monitoring waste management operations. Some situations may require a licence to drive a Heavy Rigid Vehicle.

Industrial arrangements

Industrial arrangements for trainees are in place through the following industrial instruments.

Carpet cleaning and cleaning operations

Most employees employed as cleaners by a cleaning company are covered by the Cleaning and Building Services Contractors (State) Award.

Traineeships in these sectors may be undertaken on a full-time or part-time basis.

 Fire Protection Equipment and Fire Safety Systems Inspection

There is no industry specific award coverage for the Fire Protection Equipment sector. The Fire Protection Association of Australia (FPAA) is respondent to the National Training Wage Award 2000.

Employers who wish to employ trainees in the Fire Protection Equipment Sector are encouraged to become members of FPAA. The FPAA State committee (NSW) has advised the CITAB that some employers use the Miscellaneous Workers Award, although definitions in this award do not specifically advise coverage for this occupation or provisions for traineeships.

Industrial arrangements for traineeships in both the Fire Protection Equipment and Fire Safety Systems sectors may also be arranged where either the employer is a respondent to the Training Wage (State) Award 2002 or they are a member of an employer organisation that is a respondent to the Training Wage (State) Award 2002 or where the employee is a member of an organisation of employees who are respondents to the Training Wage (State) Award 2002).

Pest management

Industrial arrangements are in place through the Pest Control Industry (State) Award. As indicated in that Award, training wages are covered by the AWU State Wage Award. This award provides for part-time traineeships.

Waste management

Trainees in this sector are employed under the Local Government (State) Award 2004.

This is the main Award covering Municipal Employee Union (MEU) members employed in Local Government. The Award does not make specific reference to part-time traineeships, but provisions within the Award would seem to allow the implementation of part-time traineeships by written agreement between the relevant parties.

There are many additional Awards and Agreements in place for members of the MEU in Local Government. Members should contact the MEU for more information on their specific Award or Agreement.

Employers in Local Government should contact the Local Government and Shires Association for further advice in relation to the employment of trainees.

Industry advice outside of local government indicates that most workers employed in the Waste Management industry are employed subject to various Enterprise Agreements, Certified Agreements or Australian Workplace Agreements.

The waste industry has proposed that the Commissioner and parties to existing Awards be advised as follows:

  • That existing awards, with exception of any provisions or requirements as listed in the Local Government (State) Award, not be varied to accommodate payment of reduced wages for Trainees
  • Employers will be advised to pay 100% of the base rate as provided in the Award, as a minimum for trainees.

Licensing

There are no licensing requirements for the Carpet Cleaning, Cleaning Operations, Fire Protection Equipment and Fire Safety Systems Sectors.

Licensing exists within the Pest Management sector. Technicians/operators are required to be licensed by Workcover NSW.

As a result of consultation and review of the implementation issues for the revised Training Package, licensing conditions have been linked to the completion of the following competencies from PRM04:

PRMPM05A  Modify Environment to Manage Pests
PRMPM06A  Apply Pesticide to Manage Pests
PRMPM18A  Maintain an Equipment and Consumables Area.

Graduates from Certificate III in Asset Management (Pest Management -Technical) and Certificate IV in Asset Management (Pest Management) who demonstrate completion of these units, are eligible to apply for licensing to operate in the industry.

Currently there are no licensing requirements for the Waste Management Sector qualifications. However, licensing and/or other regulations are applicable to some activities undertaken in the industry.

The activities to which licensing and/or regulation apply include:

  • driving vehicles
  • handling, storage and transport of dangerous goods
  • operating plant and equipment, for example, forklifts.
