Property Services - Traineeships

Qualifications, structure and packaging
CPP07 Property Services Training Package includes 27 qualifications ranging from Certificate I to Advanced Diploma. The qualifications cover the four industry sectors of:
- property development, sales and management
- spatial information services
- security
- access consulting.

Industrial arrangements
Applications to establish traineeships will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.
Trainees in the property services industry are employed under the NSW Real Estate Industry (State) Training Wage Award (Award Code 924). The Award permits part-time training.
School based traineeships
These qualifications are suitable for delivery in schools:
- CPP30207 Certificate III in Property Services (Agency)
- CPP30309 Certificate III in Property Services (Operations).

Registered training organisations

Job descriptions
Property Services - Agency
Trainees will acquire skills to prepare them to work as an agent’s representative in a real estate and/or stock and station agency. Trainees will receive elementary training in the law and practice of selling and leasing property, maintaining workplace safety, meeting customer needs and expectations and using and maintaining property and client information databases.
Property Services - Operations
Certificate III trainees will learn about the property industry. They will learn to: communicate effectively with customers and meet their needs and expectations; collect and process property information; identify risks and opportunities in the industry; maintain workplace safety; and monitor building facilities.
Certificate IV trainees will learn to provide leadership in the property industry. They will be trained in property maintenance and repair, contract development, procurement processes, business networking, monitoring and utilising facilities and customer service strategies. Successful completion of specified units of competency will qualify the trainee for a strata managing agent’s licence.
Property Services - Real Estate
This course is designed to equip trainees with the knowledge and skills needed to meet conditions for a real estate agent’s licence. Trainees will learn about the legal liability and responsibility of estate agents, real estate accounting requirements, the management of client and agency relationships, the listing and sale of properties, property leasing, the conduct of auctions, property management and property appraisals and risk management.
Property Services - Stock and Station Agency
Employees usually operate in rural areas. They advise and represent farmers, graziers and properties in business transactions such as the buying and selling of livestock, wool, fertiliser, farming and grazing and, equipment and merchandise. They may specialise in livestock buying and /or selling, auctioneering, property and merchandise sales, arranging finance and insurance, pastoral inspections, and stud stock or wool.
Successful completion of specified units of competency will qualify the trainee for a stock and station agent’s licence.
Property Services - Business Broking
Trainees will learn how to bring together quality buyers and sellers of businesses, with a focus on real estate. Trainees will learn to establish and manage trust accounts, manage risk, appraise businesses, list business for sale, negotiate and manage sales to completion or settlement, obtain prospects for listing and promote and market listed businesses.
Successful completion of specified units of competency will qualify the trainee for a business agent’s licence.
Certification and licensing
(a) Certification
The Property, Stock and Business Agents Act 2002 requires anyone commencing work in the property services industry to apply for a certificate of registration, which is issued by the NSW Office of Fair Trading.
Different certificates of registration categories apply to different industry sectors. Certificates of registrations may be granted to work as:
- real estate salesperson
- stock and station salesperson
- business salesperson
- registered manager - on-site residential property manager and strata manager.
Applicants for a certificate of registration must satisfy the Commissioner for Fair Trading that he/she:
- is at least 16 years of age
- is a fit and proper person to hold a certificate of registration
- has the qualifications required for the class of certificate of registration concerned
- is not a disqualified person.

(b) Licensing
Similarly under the Property, Stock and Business Agents Act 2002, anyone who wishes to carry on business as one of the following, to have a licence:
- real estate agent
- stock and station agent
- business agent
- strata/community managing agent
- on-site residential property manager.
The requirement to hold a licence generally includes anyone providing services relating to the selling of real estate or the booking of holiday accommodation.
A licensing exemption has been granted to short term accommodation booking agents (not more than two months) as long as they do not accept money from people booking short-term accommodation.
Licences are issued by the NSW Office of Fair Trading. All applicants for a personal licence must satisfy the Commissioner for Fair Trading that he/she is:
- at least 18 years of age
- a fit and proper person to hold a licence. Any person in partnership with a licensee in a property agency must also be a fit and proper person
- has the qualifications required for the licence
- is not a disqualified person
- has paid the relevant contribution to the Property Services Compensation Fund.
Licences are aligned to successful completion of nominated units of competency in Certificate IV qualifications. For the purposes of the property services traineeships, the licences and associated qualifications that must be undertaken to meet licensing requirements are listed in the table below.

Note: The NSW Office of Fair Trading website lists, for licensing purposes, units of competency from PRD01 Property Development and Management Training Package. CPP07 Property Services Training Package has replaced PRD01. The NSW Office of Fair Trading has confirmed CPP07 licensing requirements and will update the website as soon as possible.
Auctioneers accreditation
For the purposes of section 21 of the Property Stock and Business Agents Act 2002, the holder of a real estate agent’s licence or a stock and station agent’s licence may qualify for accreditation as an auctioneer.
