Commissioners Information Bulletin 407
Date of effect: 3 April 2009

Spatial Information Services - new traineeship vocation

The Commissioner for Vocational Training, in consultation with the Construction Industry Training Advisory Board, has made a Vocational Training Order (VTO) to establish the recognised traineeship vocation of Spatial Information Services.

The VTO specifies a number of matters including the terms of training, probationary periods, competency outcomes and courses of study to be undertaken.

The VTO is at Attachment A.

CPP07 Property Services Training Package

CPP07 covers property development, sales and management, spatial information services, asset security and access consulting.

Spatial data refers to information that identifies the geographic location of natural and constructed earth boundaries, including oceans. Spatial information services involve the collection, storage, manipulation, analysis and display of spatial data and information, which can be related to a location. There are five qualifications in spatial information services ranging from Certificate II to Advanced Diploma.

Qualifications

For the purpose of the new VTO, spatial information services trainees can now gain:

  • CPP30107 Certificate III in Spatial Information Services
  • CPP50207 Diploma of Spatial Information Services.
The packaging and structure requirements for each qualification are outlined in Attachment B.

Job descriptions

Certificate III level trainees will learn to work with spatial data and to read, interpret and apply maps. They will learn about safety, performing computations and the skills necessary to operate in the field (such as operating four wheel drive vehicles).

Trainees will gain experience in basic spatial data acquisition techniques using Geographical Positioning Systems and Electronic Distance Measuring equipment. They will also become skilled in using Geographic Information Systems, aerial photo interpretation, and computer aided drafting.

Diploma level trainees will learn to determine spatial data requirements, plan data collection and validation, capture new data, obtain and validate existing data, integrate spatial data sets, maintaining spatial data, sorting and retrieving spatial data, producing project deliverables, collating and interpreting data, controlling and monitoring spatial components of project.

Trainees will learn to collect, store and analyse geospatial data and prepare documentation based on that data. This information may be used for environmental monitoring, crop forecasts, mining and management of emergencies.

Industrial arrangements

Applications under the Apprenticeship and Traineeship Act 2001 to establish any apprenticeship or traineeship will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.

Industrial arrangements under which Spatial Information Services trainees can be employed are listed at Attachment C.

School based traineeships

The Construction Industry Training Advisory Board has advised that the qualifications are not suitable for delivery as a school based part-time traineeship.

Licensing and regulatory arrangements

There are no licensing or regulatory arrangements that apply to the traineeships.

Learning resources and assessment materials

A TAFE NSW working group is part of a National committee converting current documentation to comply with the new training package competencies. This work will encompass both classroom and remote delivery and assessment documentation and strategies.

Availability of Registered Training Organisations

TAFE NSW is delivering Spatial Information Services qualifications from CPP07 Property Services Training Package. More information is available on National Training Information Service.

Funding of higher level qualifications

From 1 January 2009, funding of training delivery for diploma and advanced diploma qualifications will be considered on a case by case basis. Submissions for funding must be made to the Department of Education and Training by an Industry Training Advisory Body on behalf of the industry sector/s they represent.
