Process Manufacturing - Vocational Training Order variation

The Commissioner for Vocational Training, in consultation with Manufacturing Learning Australia, has varied the existing Vocational Training Orders (VTOs) for trade and traineeship vocations in the Process Manufacturing industry.

The VTOs specifiy a number of matters including the terms of training, probationary periods, competency outcomes and courses of study to be undertaken.

The VTOs for the traineeship vocations are at Attachment A.

The VTOs for the trade vocations are at Attachment B.

Jobs in Process Manufacturing - Trainees

Process Manufacturing trainees assist personnel in production processes. Duties may include but are not restricted to assembling and organising materials, chemically cutting or joining material, packaging goods, loading and unloading goods and using cranes and gantries to shift loads.

Process Plant Operators trainees assist in cleaning and uploading materials from vehicles and/or containers. Duties can include loading liquids and/or solids into mixers, blenders, mills or feed hoppers. Trainees may also be involved in weighing, measuring and mixing solids or liquids, maintaining and/or sterilizing machinery, measuring physical or chemical properties and performing basic tests on products. At the Diploma level trainees will have access to a range of management competencies including providing leadership and facilitation of work teams, quality customer service and implementation and monitoring of continuous improvement systems

Polymer Processing trainees receive broad range of training in Polymer Processing Technology. A polymer technologist works in the design and manufacture of products made from polymers, a group of materials made up of plastics, rubber, adhesives, resins and fibres. Training is in the optimisation of process systems and how to conduct trials on products and processes. At the Diploma level trainees will have access to a range of management competencies including providing leadership and facilitation of work teams, quality customer service and implementation and monitoring of continuous improvement systems.

Manufactured Mineral Products trainees will be employed in a range of industries manufacturing products including cement, pre-cast concrete, ceramics, clay and glass. They will be required to become multiskilled, to recognise actual and potential problems and implement solutions to routine problems. They will work under routine supervision and take significant responsibility for their own work, particularly in a team environment. At Certificates III and IV levels trainees will gain advanced technical skills such as those required for setting up and tuning processes and equipment, and also for recognising and solving routine and non-routine problems.

Production Support trainees will assist other personnel in production, duties may include assembling materials, chemically cut/join materials, hand decorate products, package goods, load and unload goods and use gantries to shift loads.

Jobs in Process Manufacturing - Apprenticeships

Polymer Technology apprentices will learn how to make a range of articles, such as point of sales display stands, fume cupboards and signs. Apprentices work with sheet plastics such as acrylic and polycarbonate and use plastic welding and bonding techniques. They will be trained use hand and power tools and specialist's machines such as line benders and thermoformers. Some manufacturers also use computer controlled routers and various CAD drawing programs.

Polymer Technology apprentices can specialise in one of the following four streams:

Injection moulding is a manufacturing process for producing parts from both thermoplastic and thermosetting plastic materials. Material is fed into a heated barrel, mixed, and forced into a mold cavity where it cools and hardens to the configuration of the mold cavity.

Plastics extrusion is a high volume manufacturing process in which raw plastic material is melted and formed into a continuous profile. Extrusion produces items such as pipe/tubing, weather stripping, window frames, adhesive tape and wire insulation.

Blow moulding is a manufacturing process by which hollow plastic parts are formed. The blow molding process begins with melting down the plastic and forming it into a tube-like piece of plastic with a hole in one end in which compressed air can pass through. The plastic is then clamped into a mould and air is pumped into it. The air pressure then pushes the plastic out to match the mold. Once the plastic has cooled and hardened the mold opens up and the part is ejected.

Composites is the manufacture and repair fibre-reinforced polymer (FRP) composites components in a safe and effective manner. Apprentices learn to test composite/FRP materials and products, identify and rectify product faults and defects and design and manufacture composite plugs and moulds. Apprentices also learn to undertake major repairs to composite components, produce composite components using a range of laminating procedures and interpret drawings to determine fibre type and resin systems.

Industrial arrangements

Applications under the Apprenticeship and Traineeship Act 2001 to establish any apprenticeship or traineeship will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.

Industrial arrangements under which Process Manufacturing apprentices and trainees can be employed are listed at Attachment D.

School based apprenticeships and traineeships

Manufacturing Learning Australia has advised that Process Manufacturing qualifications are not suitable as school based part-time apprenticeships or traineeships.

Licensing

There are no identified licensing requirements impacting on these proposed arrangements.

Learning resources and assessment materials

Owing to the high level of equivalence between the previous and replacement qualifications, most of the existing curriculum will be able to be adapted the resources for previous units/qualifications will also be useful as a basis for Registered Training Organisations are to develop their training and support materials.

PMB07 training and assessment guides are freely available via the Resource Generator which provides trainers and assessors with access to information about units of competency, qualifications and learning resources.  

Availability of Registered Training Organisations (RTOs)

Training Organisations registered to deliver training for qualifications from PMB07, MSA07, PMC04 and PMA08 Training Packages in New South Wales may be found at National Training Information Services.

Funding of higher level qualifications

Funding of training delivery for diploma and advanced diploma qualifications will be considered on a case by case basis.
