Health Services - Pathology - Amended Vocational Training Order for the recognised traineeship vocation of Health Services - Pathology

At the request of the NSW Community Services and Health Industry Training Advisory Body (ITAB), the Commissioner for Vocational Training, under section 6 of the Apprenticeship and Traineeship Act 2001, has varied the existing Vocational Training Order (VTO) for the recognised traineeship vocation of Health Services - Pathology and established two new recognised traineeship vocations under section 5 of the same Act.

HLT07 HEALTH TRAINING PACKAGE

The VTO for the recognised traineeship vocation of Health Services - Pathology adds HLT41807 Certificate IV in Pathology and also established the recognised traineeship vocations of Health Services – Pathology (Collection) and Health Services – Pathology (Pathology Assistance).

HLT41807 Certificate IV in Pathology covers the collection of a range of specimens for specialised testing, collection of arterial blood gases, team leadership and training and assessment.

Occupational titles for these workers may include: specimen collectors, specialist specimen collectors, advanced testing and collection officers and team leaders / supervisor pathology collectors.

Vocational Training Order Standard Format

The VTO in each instance specifies:

(a)
  the appropriate term or terms for apprenticeship or traineeships in that vocation
(b)
  the appropriate probationary period or periods for apprenticeships or traineeships in that vocation, having regard to the term or terms specified for them under paragraph (a)
(c)
  the appropriate qualification or qualifications that may be awarded in relation to an apprenticeship or traineeship in that vocation
(d)
  any other training to be provided in addition to the training required for an appropriate qualification
(e)
  such other matters relating to the training of apprentices or trainees in that vocation as the Commissioner considers appropriate.

A copy of the VTOs supporting the recognised traineeship vocation of Health Services Pathology are at Attachment A, Attachment B, Attachment C.

Qualifications framework

For the purpose of the VTO, Health Services – Pathology trainees in New South Wales will now be able to gain HLT32607 Certificate III in Pathology and HLT41807 Certificate IV in Pathology qualifications.

For the purpose of the VTOs Health Services – Pathology (Collection) and Health Services – Pathology (Pathology Assistance) trainees in New South Wales will be able to gain HLT41807 Certificate IV in Pathology qualifications.

Pre-requisites

The following compulsory and mandatory elective competency units from HLT32607 Certificate III in Pathology are pre-requisites for entry to HLT41807 Certificate IV in Pathology.

Compulsory units:

  • BSBMED201A     Use basic medical terminology
  • HLTOHS300A     Contribute to OHS processes
  • HLTIN301A        Comply with infection and proceduressp in health work
  • HLTFA301B        Apply first aid
  • HLTHIR301A      Communicate and work effectively in health

Mandatory electives for collection:

  • HLTPAT305B        Operate efficiently within a pathology and specimen collection environment
  • HLTPAT306B        Perform blood collection
  • HLTPAT308B        Identify and respond to clinical risks associated with pathology specimen collection

Mandatory electives for pathology assistance:

  • PMLSAMP302A       Receive and prepare samples for testing
  • HLTPAT317A          Operate effectively within a pathology testing environment
  • PMLTEST303B        Prepare working solutions
  • PMLTEST308A        Perform microscopic examination
  • BSBCMN310A         Deliver and monitor a service to customers
  • HLTPAT305B          Operate efficiently within a pathology and specimen collection environment

The packaging and structure requirements for the qualifications to which these VTOs apply are outlined at Attachment D.

NOTENote - Applications under the Apprenticeship and Traineeship Act 2001 to establish any traineeship or apprenticeship will not be approved unless the Commissioner is satisfied that appropriate industrial arrangements are in place.

Vocational Education in Schools

The ITAB has advised that HLT32607 Certificate III in Pathology and HLT41807 Certificate IV in Pathology are not suitable as school based pathways.

Learning resources and assessment materials

TAFE NSW has developed NSW Crown Copyright curriculum materials to support delivery of HLT32607 Certificate III in Pathology (Crown Copyright Number 18285).

Registered Training Organisations (RTOs) are advised to visit the NavigatingNSW website, which can be viewed at www.csh-itab.com.au/navnsw/. NavigatingNSW is an information website for RTOs delivering qualifications from the HLT07 Health Training Packages in New South Wales, including for the Pathology sector of the health industry.

The ITAB will assist RTOs in identifying training support needs. The ITAB has advised that it will prioritise needs according to training market demands to seek suitable funding for development of support materials.

Licensing

There are currently no licensing requirements within the community services and health industry in New South Wales. However, the following are requirements for training and working in the public health industry sector. Many private employers also implement these policy directives in New South Wales.

Immunisation: Health workers and learners undertaking work placement in NSW Health facilities must comply with the assessment, screening and vaccination requirements of Policy Directive PD 2007_006.

Criminal Record Check and Vulnerable Person: Health workers and learners undertaking work placement in NSW Health facilities must comply with Employment Screening Using Criminal Record Checks Policy Directive PD2005_552.

Availability of Registered Training Organisations

The National Training Information Service (NTIS) website http://www.ntis.gov.au identifies RTOs in NSW registered to deliver qualifications from the HLT07 Health Industry Training Package.
