Competitive Manufacturing - Establishment of the recognised traineeship vocation of Manufacturing At the request of the NSW Manufacturing Engineering and Related Services Industry Training Advisory Body (MERSITAB), the Commissioner for Vocational Training has approved the establishment of the new traineeship vocation of Manufacturing under section 5 of the Apprenticeship and Traineeship Act 2001, and has approved the relevant Vocational Training Order (VTO) under section 6 of the same Act. The new VTO specifies the requirements for gaining a credential for the relevant traineeship pathways identified in the Competitive Manufacturing Training Package MCM04, endorsed by the National Training Quality Council on 24 September, 2004. Competitive Manufacturing Training Package MCM04 Endorsed in September 2004, the MCM04 Competitive Manufacturing Training Package focuses on systemic manufacturing skills and covers the majority of industry sectors with a manufacturing component. The qualifications and units developed through the CMI project are relevant to all the manufacturing industry sectors. They were presented for endorsement as a new Training Package rather than as an extension of an existing Training Package. The new Training Package emphasised the broad applicability of the CMI qualifications and units to all manufacturing sectors and does not identify them with an existing Training Package, relating to a specific manufacturing industry sector. Additional comments The MERSITAB has advised that there is a current agreement between the major industrial parties in Australian manufacturing - the Australian Industry Group and the Australian Manufacturing Workers Union - to limit the scope of the Competitive Manufacturing qualifications to cover manufacturing practice and not the technical aspects involved in manufacturing occupations. The parties do not believe that the Certificates III and IV by themselves cover the range of competencies expected to comprise an occupational profile and so the qualifications should be limited to people who already hold existing competency in technical aspects of a manufacturing worker. Another dimension to these two qualifications is that they are designed for people who are, or wish to become, team leaders. Despite the efforts of industry leaders and governments since the early 1980s, there are still many manufacturing workers who do not hold formal vocational education and training qualifications. There are many such workers in the target groups for the Competitive Manufacturing qualifications. Given the decision, during development of the Training Package, to limit the scope of the Competitive Manufacturing qualifications to cover manufacturing practice and not the technical aspects involved in manufacturing occupations, the MERSITAB determined that the formal training arrangements should reflect these positions . The MERSITAB has requested that the Certificates III and IV qualifications in Competitive Manufacturing be aligned to traineeship pathways. This has been done on the basis that the traineeships are for existing workers and that those people should already hold existing competency in technical aspects of a manufacturing worker. The MERSITAB has not specified pre-requisite requirements for entry for these qualifications, in terms of current technical competencies. This will be a matter for negotiation between the Registered Training Organisation (RTO) and the employer. Assessment Guidelines Assessment Guidelines in a Training Package assist RTOs to confirm that an individual can perform to the standards expected in the workplace, as expressed in the competency standards contained in the Training Package. The Assessment Guidelines for the Competitive Manufacturing Training Package recommend that assessment:
Qualifications framework The MCM04 Competitive Manufacturing Training Package has 6 qualifications ranging from Certificate III to Advanced Diploma. The qualifications cover Competitive Manufacturing (four) and Manufacturing Technology (two). The Competitive Manufacturing qualifications are designed to primarily support the training needs of employees who have leadership responsibilities in implementing manufacturing practice systems such as team leaders, supervisors and managers. It is expected that the requirement for competitive manufacturing skills will spread to other employees and that uptake of the qualifications will therefore extend beyond team leaders and managers. The qualifications are designed to apply across all manufacturing sectors. The qualification pathway is at Attachment B (PDF 1.44MB). The MERSITAB has advised that a Certificate II qualification is currently under development for future inclusion in the Competitive Manufacturing Training Package MCM04. Units of competency Forty eight units of competence were developed for inclusion in the new Training Package and four units were imported from existing Training Packages. The units of competency that have been developed were in three broad skill bands:
The five Competitive Manufacturing Initiative ITABs undertook to import the Competitive Manufacturing Training Package units into their current Training Packages according to the importation rules of each Training Package. The Training Packages covered by this agreement are:
The units are also available for inclusion in non manufacturing Training Packages. The packaging and combination of the minimum number of units required for each traineeship pathway are outlined at Attachment C. Industrial arrangements The MERSITAB has advised that the following industrial arrangements apply to Manufacturing trainees undertaking the Competitive Manufacturing qualifications. Metals and engineering industry sector Employers who are respondent to the Federal Metal, Engineering and Associated Industries Award, 1998 have access to the provisions of the National Training Wage Award 2000. Employers who are neither respondent to the Federal Metal, Engineering and Associated Industries Award, 1998 nor other federal awards linked to the National Training Wage Award 2000 may access the provisions of the Metal Trades (Training Wage) (State) Awardor other state awards with training wage provisions. The MERSITAB has advised that employers who are uncertain of their award coverage should check their award respondence with their relevant employer association. Both the National Training Wage Award 2000 and the Metal Trades (Training Wage) (State) Award contain provision for part-time and school based traineeships. Aerospace maintenance industry sector Federal Australian Industry Group members have access to the National Training Wage Award 2000. Vocational Education and Training in Schools These qualifications are intended for existing workers. While it may be feasible for trainees to access the training under a part-time arrangement, the qualifications are not appropriate for Vocational Education and Training in Schools programs. Licensing arrangements There are no currently identified licensing requirements or issues impacting on these proposed traineeship arrangements. Learning resources and assessment materials The Competitive Manufacturing qualifications contain many new units of competency as well as some imported from other Training Packages. There have been learning and assessment resources prepared for seven units of competency as exemplars of typical non-endorsed components that could be used. These resources are freely available via the ANTA Resource Generator, which provides trainers and assessors with access to information about units of competency, qualifications and learning resources across a range of industries. More information about the Resource Generator is available at http://www.resourcegenerator.gov.au/Login.asp There is a need for further resource development to support delivery and assessment against these qualifications.
