Approval for the variation of the relevant Vocational Training Order (VTO) for the recognised traineeship vocation of Health Services

At the request of the NSW Community Services and Health Industry Training Advisory Body (ITAB), the Commissioner for Vocational Training has approved the variation to the existing Vocational Training Order (VTO) for the recognised traineeship vocation of Health Services. This will require the Commissioner for Vocational Training (Commissioner) to approve the revised order under section 6 of the Apprenticeship and Traineeship Act, 2001.

The existing VTO highlights qualifications from the Health Training Package HLT02, endorsed on the 11 December 2001, by the National Training Quality Council as well as a curriculum based qualification, Certificate III in Aboriginal and Torres Strait Islander Health TAFE NSW Course No. 2094.

The amended VTO highlights:

  • the current qualifications from the Health Training Package HLT02,
  • the existing curriculum based qualification in Certificate III in Aboriginal and Torres Strait Islander Health TAFE NSW Course No. 2094; and
  • and will highlight two new curriculum based courses:

- Certificate II in Indigenous Environmental Health 15712NT; and
- Certificate III in Indigenous Environmental Health 15714NT.

Vocational Training Order Standard Format (VTO)
The VTO in each instance may make reference to:

  1. the appropriate term or terms for apprenticeships or traineeships in that vocation,
  2. the appropriate probationary period or periods for apprenticeships or traineeships in that vocation, having regard to the term or terms specified for them under paragraph (a),
  3. the appropriate qualification or qualifications that may be awarded in relation to an apprenticeship or traineeship in that vocation,
  4. any other training to be provided in addition to the training required for an appropriate qualification,
  5. such other matters relating to the training of apprentices or trainees in that vocation as the Commissioner considers appropriate.

A copy of the relevant revised VTO supporting the recognised traineeship vocation of Health Services is at Attachment A.

Overview of the new qualifications
The two Indigenous Environmental Health Worker (EHW) qualifications:

  • Certificate II in Indigenous Environmental Health 15712NT; and
  • Certificate III in Indigenous Environmental Health 15714NT

are curriculum based courses that have been developed and accredited by the Batchelor Institute of Indigenous Training and Education (BIITE) in the Northern Territory.

The CS&HITAB advises that these courses closely map the proposed qualifications from the Indigenous Environmental Health stream of the new Population Health extension to the Health Training Package HLT02. This extension is currently undergoing the final stage of development prior to endorsement by the NTQC. The ITAB also advises that only minimal changes should be necessary to roll over the Indigenous EHW curriculum based courses into the new training package qualifications, when it becomes available.

For the purpose of the revised VTO in NSW, trainees will have the option of gaining the following qualifications:

Industrial arrangements
Provisions for the employment of Indigenous EHW trainees exist in the following instruments:

  • Nursing Homes &c Nurses' (State) Award
  • Miscellaneous Workers General Services (State) Award 2000

Award arrangements in the non-government health industry sector vary and include many enterprise agreements. Relevant awards will be included as identified by employers.

NoteNote - Applications under the Apprenticeship and Traineeship Act 2001to establish any traineeship or apprenticeship will not be approved unless the Commissioner is satisfied that appropriate industrial arrangements are in place.

VET in Schools (VETIS)
Award arrangements provide for part time traineeships for the Indigenous EHW pathway. However, the qualifications require considerable on-the-job training. For successful implementation of these qualifications under VETIS, it would be necessary to arrange on-the-job placement with public service sector and/or community-based organisations.

Learning resources and assessment materials
The two Indigenous EHW qualifications have been accredited in the Northern Territory until 31 December 2004. It is proposed to use these to form the basis for training in NSW until endorsement of the training package qualifications.

Some customisation of the BIITE resources would be necessary to ensure alignment to vocational outcomes and workplace requirements in NSW.

Flexibility of training arrangements is regarded as critical for the delivery of the Indigenous EHW qualifications. On-the-job delivery is essential and partnership arrangements are equally important for training and the workplace.

Availability of Registered Training Organisations (RTOs)
There are no RTOs registered in NSW to deliver training for the Indigenous EHW qualifications. However, BIITE is currently seeking recognition through NSW VETAB. Also Booroongen Djugen College is proposing to deliver training in partnership with BIITE.

Traineeship opportunities in the Indigenous EHW sector are now and in the future expected to remain focused on remote areas. This will require innovative and flexible training delivery arrangements by RTOs.
