Approval of an Amended Vocational Training Order (VTO) for the recognised traineeship vocation of Asset Maintenance

At the request of the Property Services Industry Training Advisory Body (ITAB) NSW Ltd, the Commissioner for Vocational Training has approved the variation to the existing vocational training order for the recognised traineeship vocation of Asset Maintenance under section 6 of the Apprenticeship and Traineeship Act 2001.

The amended VTO will now highlight three additional qualifications in Asset Maintenance (Waste Management Certificates II, III and IV) from the Waste Management Sector extension approved by the National Quality Training Council in January 2001.

Vocational Training Order Standard Format
The VTO in each instance may make reference to:

  1. the appropriate term or terms for apprenticeships or traineeships in that vocation
  2. the appropriate probationary period or periods for apprenticeships or traineeships in that vocation, having regard to the term or terms specified for them under paragraph (a)
  3. the appropriate qualification or qualifications that may be awarded in relation to an apprenticeship or traineeship in that vocation
  4. any other training to be provided in addition to the training required for an appropriate qualification
  5. such other matters relating to the training of apprentices or trainees in that vocation as the Commissioner considers appropriate.

A copy of the relevant VTO supporting the recognised traineeship vocation is at Attachment A.

Asset Maintenance – Waste Management Sector Training Package (PRM98)

Qualification structure and approach
There are three Waste Management qualifications, Certificate II, III & IV. The qualifications comprise a compulsory core, waste specific electives and industry related electives. Certificate III core units consist of Certificate II core units with an additional three units. Certificate IV core units consist of six core units from Certificate III plus an additional seven units. The packaging has been designed to support multiple entry and exit points as well as flexible delivery of VET.

The existing VTO highlights the following credentials from the Asset Maintenance Training Package (PRM98)

Certificate II in Asset Maintenance (Cleaning Operations) PRM 20198

Certificate IV in Asset Maintenance (Cleaning Operations Management) PRM 40198

Certificate III in Asset Maintenance (Pest Management - Technical) PRM 30298
Certificate III in Asset Maintenance (Pest Management - Business Operations) PRM 30398
Certificate IV in Asset Maintenance (Pest Management) PRM 40298
Certificate II in Asset Maintenance (Portable Fire Equipment Service Operations PRM20400

The revised VTO, will include the additional credentials:

Certificate II in Asset Maintenance (Waste Management) PRM 20500
Certificate III in Asset Maintenance (Waste Management) PRM 30500
Certificate IV in Asset Maintenance (Waste Management) PRM 40500

The packaging and combination of the minimum number of units drawn from the National Asset Maintenance Competency Standards required for each qualification are outlined in Attachment B.

Learning resources and assessment materials
A range of non-endorsed components has been developed and is available through Australian Training Products or through the Property Services ITAB. A comprehensive CD-ROM resource containing both the endorsed and non-endorsed components of the Asset Maintenance Training Package (Waste Management) is available.

The non-endorsed materials include:

  • assessment instruments for all competency units
  • candidate’s guide including a competency record book and personal planner
  • professional development materials for trainers and assessors

Other resources include:

  • An introduction to the Workplace Training Support Kit
  • An introduction to Training Packages and traineeships
  • A Workplace Training Support Plan
  • A guide to using the Training Support Plan
  • How to provide workplace Training Support

The support resources are available through Australian Training Products and the Property Services ITAB NSW Ltd.

A number of strategies exist to assist Registered Training Organisations (RTOs) in accessing relevant materials information for Waste Management. These include:

  • the NAC information site www.natinfo.com.au
  • ITAB telephone support service 1800 304050
  • the ITAB web site www.pstrain.com.au
  • on-going communication and advice to Industry Training Advisors
  • provision of information seminars in capital cities and regional centres
  • assistance with the development of specialised learning materials such as CD-ROM interactive materials
  • consultation with NACs and RTOs as required

Industrial arrangements
Property Services ITAB NSW Ltd has advised that the following two Awards are relevant to the Waste Management sector:

Transport Industry – Waste Collection and Recycling (State) Award Serial B9927
Local Government (State) Award 2001

Transport Industry Waste Collection and Recycling (State) Award
This award applies to all drivers, loaders and extra hands employed on motor or other power propelled vehicles, carters, extra hands, grooms, stablemen, night soil depot hands and extra hands employed in sweeping gutters, employed on or in connection with the removal and disposal of night soil or garbage (including trade waste, sullage, and at transfer stations and other waste disposal sites, including land fill, incinerators, recycling depots) in the State of NSW, excluding the county of Yancowinna, within the jurisdiction of the Transport Industry – Waste Collection and Recycling (State) Industrial Committee. This award is effective from 8 November 2000 for a period of two years.

The award does not make provisions for Traineeship arrangements or part-time Traineeships.

Local Government (State) Award 2001
This is the main Award covering Municipal Employee Union members employed in Local Government. Other Awards for Local Government Employees that may need to be considered include:

  • Wollongong City Council Enterprise Agreement
  • Municipal Employees (Newcastle) Award
  • South Sydney City Council Salaried Staff Award 1998
  • City of Sydney Wages/Salary Award 1998

There are many additional Awards and Agreements in place for members of the MEU in Local Government. Members should ring the union on 9319 5911 or 1800451 604 for more information on their specific Award or Agreement.

Employers in Local Government should contact the Local Government & Shires Association on 9242 4000 for further advice in relation to the employment of trainees.

Property Services ITAB NSW Ltd has advised that industry has been consulted and it is proposed that:

  • existing awards not be varied to accommodate payment of reduced wages for Trainees
  • employers be advised to pay 100% of the base rate as provided in the award

Industry advice outside of local government indicates that most workers employed in the Waste Management industry are employed subject to various Enterprise Agreements, Certified Agreement or Australian Workplace Agreements.

NoteNote: Applications under the Apprenticeship and Traineeship Act 2001to establish any of the traineeship certificates under the recognised traineeship vocation of Asset Maintenance will not be approved unless the Commissioner is satisfied that appropriate industrial arrangements are in place.

Availability of Registered Training Organisations (RTO’s)
Currently there are nine providers in NSW that include these qualifications in their scope of registration. The Property Services ITAB expects that the number of providers will increase after approval of the VTO for the new qualifications.

VET in schools
The industry does not currently support the delivery of training for waste management through VET in schools.

Licensing
Currently there are no licensing requirements for the Waste Management Sector qualifications. However, licensing and/or other regulations are applicable to some activities undertaken in the industry, namely: driving vehicles, handling, storage and transport of dangerous goods and operation of plant and equipment eg forklift.
