Approval for the establishment of four trade vocations in the Plastics, Rubber and Cablemaking sector and approval of an amended Vocational Training Order

At the request of the NSW Process Manufacturing Industry Training Body (ITB) Limited, the Commissioner for Vocational Training has designated four new trade vocations in Polymer Technology Injection Moulding Technician, Polymer Technology Blow Moulding Technician, Polymer Technology Extrusion Technician and Polymer Technology Composites Technician under section 5 of the Apprenticeship and Traineeship Act 2001 and approved the relevant VTOs under section 6 of the same act, and approved an amended vocational training order for the recognised traineeship vocation of Process Manufacturing under section 6 of the Apprenticeship and Traineeship Act 2001.

The NSW Process Manufacturing Industry Training Body (ITB) Limited has sought to rationalise apprenticeship and traineeship arrangements through the:

  • establishment of trade vocations in;
  • Polymer Technology Injection Moulding Technician
  • Polymer Technology Blow Moulding Technician
  • Polymer Technology Extrusion Technician
  • Polymer Technology Composites Technician
  • variation of the VTO for the recognised traineeship vocation by;
  • replacing the existing 27 Plastics, Rubber and Cablemaking qualification from the Training Package (PMB98) with nine qualifications from the Plastics, Rubber and Cablemaking Training Package (PMB01) endorsed by the National Training Quality Council (NTQC) on 30 November 2001.

Vocational Training Order Standard Format
The VTO in each instance may make reference to:

  1. the appropriate term or terms for apprenticeships or traineeships in that vocation
  2. the appropriate probationary period or periods for apprenticeships or traineeships in that vocation, having regard to the term or terms specified for them under paragraph (a)
  3. the appropriate qualification or qualifications that may be awarded in relation to an apprenticeship or traineeship in that vocation
  4. any other training to be provided in addition to the training required for an appropriate qualification
  5. such other matters relating to the training of apprentices or trainees in that vocation as the Commissioner considers appropriate.

A copy of the relevant VTOs supporting the recognised trade vocations is at Attachment A and the VTO for the recognised traineeship vocation is at Attachments B.

Plastics, Rubber and Cablemaking Training Package (PMB01)

Changes resulting from review of PMB98

  • PM98 had 32 qualifications, PMB01 has 12 qualifications
  • PMB98 has stream specific qualifications, PMB01 has a general certificate at AQF 1, sector specific qualifications in plastics, or rubber, or cablemaking (with an additional general Certificate in Process Manufacturing) at AQF 2 and 3. The plastics and rubber sector qualifications contain stream specific options, however the qualification awarded is generic rather than a separately endorsed qualification
  • PMB01 has added qualifications at AQF levels 5 and 6 (Diploma and Advanced Diploma)
  • Each PMB01 qualification stands alone, so it is possible to be assessed directly on a higher level qualification without being previously assessed on a lower level qualification (although some units of competency do have prerequisites)
  • The PMB01 packaging rules allow greater flexibility than PMB98

Qualification structure and approach
There are 12 qualifications from Certificate I to Advanced Diploma. To gain a qualification, competence must be demonstrated in:

  • all core competencies for that certificate
  • a minimum, specified, number of production competencies, plus
  • other competencies chosen from this Training Package or other endorsed Training Package/s

Within these general rules, provision is made for a stream specific qualification (at AQF 2 and 3 only) by choosing from a more restricted list of units of competency.

The qualifications in the Plastics, Rubber and Cablemaking Training Package (PMB01) have been made flexible enough to cover all workers. Different production competencies must be chosen for the awarding of different qualifications. While it is expected that many people at higher levels will be leading hands/supervisors/team leaders, the packaging rules allow for a technical expert to receive a Certificate IV by choosing further ‘production/technical’ competencies.

Entry to any qualification may be at any level. People entering at Certificate III or IV (and above) need to meet the relevant prerequisite competencies.

For the purposes of the revised VTO, Process Manufacturing trainees will have the option of gaining the following credentials in Plastics, Rubber and Cablemaking in addition to the qualifications from the Manufactured Mineral Products and the Chemical, Hydrocarbons and Oil Refining Training Packages:

while undertaking the Certificate IV in Polymer Technology PMB40101.

The packaging and combination of the minimum number of units drawn from the Plastics, Rubber and Cablemaking National Competency Standards required for each qualification are outlined in Attachment C.

Learning resources and assessment materials
NSW Crown Copyright curriculum has been developed by TAFE NSW Manufacturing and EngineeringServices Division for Certificates II & III in Process Manufacturing (Plastics – Injection Moulding), Certificates II & III in Process Manufacturing (Plastics – Blow Moulding), Certificates II & III in Process Manufacturing (Plastics – Extrusion) and Certificate IV in Process Manufacturing. As a result of the review of the Training Package, minor changes are anticipated in Certificate II and III modules and significant changes are anticipated for Certificate IV modules. The TAFE Educational Services Curriculum Resourcing and Operations Unit have made funding available for these revisions.

NSW Crown Copyright curriculum materials are currently under development by the Construction and Transport Educational Services Division for Certificates II – IV in the Plastics Composite stream.

Additional CD-ROM based materials for Plastics Injection Moulding are currently under development under the ANTA ‘Toolbox’ and the TAFE NSW Online ‘Learnware’ programs. Learner Record Books and other ‘tools’ are widely available but may require some adaptation for the apprenticeship programs.

The majority of resources are readily obtained from Australian Training Products or from NSW Crown Copyright sources. The NSW Process Manufacturing ITB Limited is able to provide advice on how to access resources.

Industrial arrangements
NSW Process Manufacturing Industry Training Body Ltd. has advised apprentices and trainees are covered by the following Federal Awards:

  • Rubber, Plastics and Cablemaking Industry – General Award 1998* (Osiris ref: AW794720)
  • Saddlery, Leather, Canvas and Plastic Material Workers’ Award 1999* (Osiris ref: AW795956)
  • Plastics, Resins, Synthetic Rubbers and Rubbers (Plastic Sheet Fabrication) Award 1999* (Osiris ref: P0073)

* The Federal (AIRC Registered) Awards listed above already have clauses incorporating the Federal Training Wage Award 2000. In addition trainees are also covered under the National Training Wage Award 2000.

Trainees are also covered by the following State Awards:

  • Plastics Moulding, &c. (State) consolidated Award Code 538**
  • Plastics Moulding, &c (Training Wage) (State) Consolidated Award Code 1029**
  • Rubber Workers (State) Award Code 530**

** These awards have enabling clauses for traineeships only under the original Australian Traineeship System. Discussions are underway with the relevant respondents to vary the awards to provide references to the New Apprenticeship System, the National Training Wage Award, a proposed NSW State Training Wage Award as well as to provide arrangements for recognised trade vocations in NSW.

NoteNote: Applications under the Apprenticeship and Traineeship Act 2001 to establish any traineeship or apprenticeship will not be approved unless the Commissioner is satisfied that appropriate industrial arrangements are in place.

Availability of Registered Training Organisations (RTOs)
There are three TAFE NSW sites currently providing traineeship programs: Southern Sydney Institute, Lidcombe College, a specialist Polymer Centre, South Western Institute, Wetherill Park College and Hunter Institute, Newcastle Campus both specialising in Fibre Glass and running programs at industry work sites.

There are also a number of well-established private providers, most with particular capabilities in work site delivery and specialist skills in adaptive industrial design. Programs at to at least Certificate IV level are already available at some industry work sites.

There are six TAFE NSW Institutes and 16 private providers registered to deliver Plastics, Rubber and Cablemaking Training Package qualifications.

VET in schools
VET in schools and school based traineeships will become available subject to Board of Studies approval and the availability of defined resources.

Licensing
There are no licensing requirements.
