Suspension of traineeships for Certificate 2 in Security (Guarding) and Certificate 3 in Security (Guarding) effective on and from 1 August 2005 On 21 June 2005, the new Security Industry Amendment Act 2005 passed through the NSW Parliament and received the Royal Assent on 1 July 2005. The Act provides for revised arrangements for the training and licensing of security industry personnel. It is expected that the provisions of the new legislation will be in force in early 2006. Formal advice about the proclamation date and implementation arrangements will be provided progressively, as such arrangements are notified by the NSW Police Security Industry Registry. The impact of the revised arrangements for the training and licensing of security industry personnel on current training arrangements and in particular, traineeships, has been considered by the NSW Department of Education and Training in consultation with the NSW Police Security Industry Registry and the NSW Property Services ITAB (NSWPSITAB). As a result of these consultations, the NSWPSITAB has requested that, in order to effectively implement the new legislative and licensing requirements, the current traineeships for Certificate 2 in Security (Guarding) and Certificate 3 in Security (Guarding) be suspended effective as of 1 August 2005. That is, you are not able to sign up trainees into these traineeships, as from 1 August 2005. All other traineeships for this industry remain active. Any applications lodged with a commencement date on and from 1 August 2005, in respect to the above traineeship classifications, will be refused. Certificate 2 in Security (Guarding) and Certificate 3 in Security (Guarding) Traineeships, currently approved may continue and be completed in accordance with their approval arrangements. Graduates will need to check with the NSW Police Security Industry Registry as to relevant licensing requirements. It is planned that a new Vocational Training Order (VTO) and a Vocational Training Guideline setting out both revised traineeship training and approval arrangements will be issued to come into effect early next year, in conjunction with the new legislative arrangements. The new VTO will align relevant traineeship arrangements with both the new Training Package qualifications and the new licensing requirements.
Advice to RTOs concerning arrangements for funding of training in the new Asset Security Training Package (PRS03) qualifications, will be notified in the course of advisory arrangements for the new 2006 Training Market Tender.
