Declaration of new calling: Process Manufacturing
At the request of the NSW Process Manufacturing Industry Training Body Ltd (PMITB), the Minister has repealed the two existing callings of Cablemaking, and Polymer Processing and has declared a new calling in Process Manufacturing under Section 21 of the Industrial and Commercial Training Act, 1989 by way of publication in the Government Gazette.

On 7 July 1999 the Director-General approved the relevant Vocational Training Order (VTO) which specifies the requirements for gaining a credential for the relevant traineeship pathways identified in the Plastics, Rubber & Cablemaking Training Package endorsed on 22 October 1998 and the Chemical, Hydrocarbons and Oil Refining Training Package endorsed on 31 August 1998 by the National Training Framework Committee.

The declared callings of Cablemaking, and Polymer Processing will cease to operate under these new arrangements as the appropriate training package qualifications will be incorporated in the VTO underpinning the new calling of Process Manufacturing.

These steps have aligned the calling structure to the National Plastics, Rubber & Cablemaking, and the National Chemical, Hydrocarbons and Oil Refining Competency Standards and employment patterns within the process manufacturing industry.

Background
The Minister declared the calling of Cablemaking in the early nineties and that of Polymer Processing in 1996.

The following traineeship options have been available under the Polymer Processing calling:

  • Injection moulding
  • Extrusion processes
  • Blow moulding
  • Composites - FRP products
  • Compounding and reclamation
  • Blown film
  • Fabrication practices
  • Thermoforming
  • Rubber processes

In a separate exercise, the Department agreed in 1997 to interim registration of a Certificate II traineeship in Process Manufacturing covering the following areas of specialisation:

  • Cement Manufacturing Operations
  • Chemical Plant Operations
  • Clay and Ceramic Operations
  • Glass Manufacturing Operations
  • Manufactured Concrete Products Operations

Vocational Training Order Format
The VTO in each instance makes reference to:

  • the relevant number of qualifications (certificate levels II-IV) recognised under a particular trade or calling;
  • the nominal term which may vary in the case of traineeships from 12 to 36 months. The term of training also identifies part-time arrangements as recognised under DET policy;
  • the appropriate national competency standards underpinning the qualification(s).

Plastics, Rubber and Cablemaking Training Package (PMB98)
The process manufacturing industry is comprised of a number of sectors which embrace plastics, rubber and cablemaking; chemical, hydrocarbons and oil refining; and a couple of other groups of subsectors. Each of the subsectors is characterised by a number of production processes.

This Training Package links the National Plastics, Rubber & Cablemaking Competency Standards through assessment processes to qualifications and replaces all existing national industry-supported training courses. It is designed to be flexible and can be linked to all types of employment arrangements including Australian Workplace Agreements, Certified Agreements, Site Variations, Site Awards as well as Federal and State Awards.

In total, there are 32 qualifications across 15 qualification streams within this Training Package. Traineeships will be available in 27 of these qualifications.Generally, while Certificate II and III qualifications are designated for a particular stream which broadly correspond to a specific process or processes, the Certificate IV is a generic qualification and is not specifically designed for either process or type of material.

It is noted that Certificates II and III in Specialised Processes are intended for use by those enterprises where the processes do not fit under the identified production processes or where the organisation uses a number of different materials and production processes. Certificates II and III in Compounding and Reclamation tend to be more generic in nature and also do not include a specific stream as they have applicability to all sectors as well as supporting cross-sectoral application.

In essence, the approach taken to the National Plastics, Rubber & Cablemaking qualifications:

  • maximises commonalities etween the sub-sectors where appropriate.
  • recognises the diversity of enterprises, in particular, various types of quality systems, technology and production processes currently in operation, and their differing needs.
  • allows for flexible training options which will enable users to select units of competency to meet a range of different needs.
  • allows for variations in safety factors, knowledge of materials and their interaction with machine operation, materials used and/or process outcomes.

A feature of this Training Package is the titling of the qualifications in which the sector of the industry and the type of process is specified on the certificate along with a list of the units of competency achieved. Additionally, some units of competency must be designated with the type of process and type of materials on the certificate. This latter provision reflects critical safety considerations as well as the impact of technological change, both current and future, affecting processes and products.

For the purposes of the VTO, Process Manufacturing trainees will have the option of gaining one of the following credentials:

The packaging and combination of the minimum number of units drawn from the National Plastics, Rubber and Cablemaking Competency Standards and required for each qualification are outlined at Attachment B.

The flexibility of the Training Package arises through the ability to utilise units of competency from other qualification streams within the industry and to import units from other Training Packages where it is relevant to the occupational outcome sought. These units should be appropriate to the level of the AQF qualification with a maximum of two elective units from other Training Packages.

Learning and Assessment Materials
An extensive range of support materials are available from Australian Training Products. Assessment tools for Certificate II and III programs are currently under review.

Mapping of the former Polymer Processing curricula against the Training Package and revision to all existing modules under NSW Crown Copyright is currently in progress and due for completion early in 2000. The revised modules will be available under NSW TAFE Clearinghouse arrangements.

Industrial arrangements
Industrial arrangements for trainees employed in the plastics, rubber and cablemaking industry are in place through the following instruments:

National Training (Wage) Award
Rubber, Plastics and Cablemaking Industry (Consolidated) Award 1993
Enterprise Agreements for the Cablemaking Industry
NSW (State) Plastics Moulding Award
NSW (State) Metals Industry Award
Australian Workplace Agreements
Several minor State Awards.

Part-time arrangements
Although part-time traineeship provisions exist under Federal awards, advice received from the NSW PMITB indicates that this is not a likely option, with the exception of the Certificate II in Process Manufacturing (Composite Materials) which is currently under consideration as a vocational studies course with possible application under traineeship arrangements at a future date.

Chemical, Hydrocarbons and Oil Refining Training Package (PMA98)
This Training Package has been designed to promote flexible, comprehensive and integrated training that will provide new entrants and existing workers with skills and knowledge that are transferable across the industry.

There are four qualifications within the Training Package, of which three have been identified as traineeship pathways.

The approach taken to the national Chemical, Hydrocarbons and Oil Refining qualifications:

  • identifies common skills required across all sectors
  • defines key processes within each sector
  • allows for a generalist qualification or a specialist qualification within a sector
  • allows for articulation from a lower to a higher certificate level.

The packaging and combination of the minimum number of units drawn from the National Chemical, Hydrocarbons and Oil Refining Competency Standards and required for each qualification are outlined at Attachment C.

The packaging allows the qualification to be specific to any of the three sectors of chemical, hydrocarbons and oil refining while permitting substitutions from the set of Process Support units and the Business Support units. For the qualification to be a sector specialisation competency must be achieved in at least 80% of the process units specific to that sector. This approach retains the integrity of an industry-based qualification while promoting maximum flexibility.

Substitutions may also be made by utilising endorsed competency standards from other Training Packages provided that: it is appropriate to the needs of the enterprise, the units are at an appropriate AQF level and the Training Package guidelines are observed with respect to the number of substitutions.

For the purposes of the VTO in NSW, trainees will have the option of gaining one of the following credentials:

  • Certificate II in Process Plant Operation PMA20198
  • Certificate III in Process Plant Operation PMA30198
  • Certificate IV in Process Plant Technology PMA40198

Learning Resources and Assessment Materials
The review and alignment of existing curricula are in progress. Record Books will need to be developed in line with this Training Package.

Other non-endorsed components are also in development stage. These components comprise a Trainee’s Guide, a Trainer’s Guide, and assessment tools. In the intervening period, current assessment tools for Certificates II, III and IV are still useable with slight adjustments needed for on-site delivery. The Training Package contains an Employer’s Guide.

Industrial arrangements
Industrial arrangements for trainees in the chemical, hydrocarbons and oil refining industries are in place through the following instruments:

  • National Training (Wage) Award
  • Oil and Petroleum Employees (Federal) Award
  • Enterprise Agreements for employees in Chemicals and Plastic Resins
  • NSW (State) Chemical Workers Award
  • Australian Workplace Agreements.

Part-time arrangements
Although there are part-time traineeship provisions under the Federal awards listed above, the industry parties are not interested in pursuing this particular option.

Nominal hours for training package qualifications
Nominal hours will vary depending on the learning pathway for qualifications within the training packages.
